Cobra Commander meets Dawn Moreno, a Springfield teenager who is unusually physically adept. Zartan’s allies strike against Cobra Commander, using Crystal Ball’s hypnosis to mesmerize the people of Springfield through their television sets while Zartan issues orders to them in Cobra Commander’s guise. Destro, now wearing cybernetic hands to replace those he lost, confronts Cobra Commander and prepares to kill him. The Baroness and Zarana test Dawn’s combat skills. Cover Girl returns to duty, her voice now a rasp due to her throat injury. Jinx is confronted by Akane of the Red Ninjas. Bombstrike breaks into the remains of the Red Shadows base in Olliestan and finds two Cobra scientists rebuilding it, who take her prisoner. Jane goes to see Claire only for Claire to pull a gun on her. Cover Girl and Lady Jaye visit Mrs. Craig and inform her how her daughter was actually Shooter, a member of G.I. Joe, and are finally able to share some of the true details of her death. The Joes investigate Broca Beach and find Cobra still has an active operation there through an underwater access. In Olliestan, Bombstrike turns the tables on her captor. The Baroness and Zarana accidentally load Snake Eyes’ memories from the Brainwave Scanner into Dawn. Stalker goes home on leave and learns how his home neighborhood is suffering from gentrification. Claire informs Jane she’s working for an ultra-secret government bureau to bring down a terrorist network. Claire seems to convince one of the terrorist agents, Anouk, to withhold from betraying her. The Joes in New Jersey battle Cobra Eels underwater. Bombstrike discovers Red Shadows are building new B.A.T.s in Olliestan; the Red Shadows capture her. Claire contacts Faoud in Benzheen and claims to have information on the Pit to sell him. Dawn pursues Zartan and demands he give her Morning Light.
